Georgia Passes Landmark Legislation for the Intellectually Disabled in Death Penalty Cases

Governor Brian Kemp signed into law HB 123, after nearly-unanimous support from both houses of the legislature, which provides critical procedural protections for people with intellectual disability who are facing the death penalty in the state. While Georgia was the first state in the county, its previous procedures made it all but impossible to litigate death penalty claims.
